Assistant Superintendent of Curriculum & Instruction

Dr. Todd Boucher has been in education for twenty years and comes to Vancleave from the Biloxi School District.  He has served in an administrative capacity at all three levels: elementary, middle and high school.  Dr. Boucher started as a social studies teacher in 2001 and moved into administration at Biloxi High School.  He served as an assistant principal at both Biloxi High School and Biloxi Junior High and most recently has served as the Principal of Popp's Ferry Elementary since 2013.  Dr. Boucher has received many accolades throughout his career in education to include multiple Teacher of the Year and Administrator of the Year awards.  In 2018, Dr. Boucher was selected as the National Distinguished Principal for the State of Mississippi and was also selected by the Air Force as a Hometown Hero and was honored with a flight with the Air Force Thunderbirds. Dr. Boucher has been married to his wife Melissa for 30 years and has four children, one grandson and one granddaughter.

Assistant Superintendent of Support

Mr. David Baggett has been in education for 25 years. He worked for the Ocean Springs School District, Jackson County School District, and Starkville Oktibbeha School District before returning back to Jackson County to serve as Assistant Superintendent for the St. Martin Attendance Center.

He graduated from Ocean Springs High School in 1990 and attended college at Mississippi State. He has served in elementary, middle school, and high school as a teacher, coach, Assistant Principal, Principal, and Assistant Superintendent during his years of service. Mr. Baggett comes back home to Jackson County School District from Starkville, where he served as Assistant Superintendent for 4 years.

He is married to his wife, Cynthia and has 4 children.

Mr. Baggett believes we are all one family that works together to serve the betterment of our children.
